Citation Appeal Process
What are the two appeal levels?
- Appeal
- Request to dispute a citation which is reviewed by the Appeals Officer. Warning citation may not be appealed.
- Board Hearing Appeal
- Second level appeal to dispute decision from the initial appeal.
How do I appeal a parking citation?
If you believe you received a parking citation in error, you may appeal the citation online. All appeals must be submitted within seven calendar days of the citation issuance. Payment of the citation is not required to submit an appeal. The following information is required:
- Citation number
- License tag number
- License plate issuance state
- Supporting documentation, including payment receipt, placard, and/or copy of registration.
The appeals officer will communicate their decision via email. A Board Hearing may be requested if you disagree with the decision from the appeal. The Board, composed of NC State community members, meets on the second Wednesday of each month. A Board Hearing request must be filed within seven calendar days from the date of the initial appeal decision email. Unlike an appeal, the citation must be paid in full before requesting a Board Hearing. If the Board grants the appeal, any applicable refunds will be issued via check.
The following citations are not a reason to request a Board Hearing:
- Parking in an accessible space, blocking an accessible aisle, path, or curb cut.
- Parking in a Fire Lane: if you do not have documented evidence of an emergency, i.e., medical, life-threatening.
- No Permit Citation: if you have at least two prior citations and/or warnings for “No Permit.”
- Repeat Citations: cannot appeal any citation if you have received two previous citations and/or a warning for the same offense.
- Failure to submit payment
- Overtime parking
